Energy, gasoline, telecomms and water are regulated industries in most OECD countries. Criminal law, also referred to as penal law, pertains to crimes and punishment. Investigating, apprehending, charging, and attempting suspected offenders is regulated by the law of criminal procedure. The paradigm case of against the law lies within the proof, past affordable doubt, that a person is guilty of two issues. First, the accused should commit an act which is deemed by society to be criminal, or actus reus . Second, the accused will must have the requisite malicious intent to do a legal act, or mens rea .
